What should exist before EU market placement?
Safety assessment and CPSR
Before market placement, the product must undergo a safety assessment and have a Cosmetic Product Safety Report prepared by a suitably qualified safety assessor.
Product Information File
The PIF links the exact product to its CPSR, manufacturing/GMP information, claim evidence and other required data. It must be maintained and kept accessible to authorities.
CPNP notification
The Responsible Person must submit the required product information through the Cosmetic Products Notification Portal before placing the product on the EU market.
Label and language
Required information includes the Responsible Person, nominal content, durability or period after opening where applicable, precautions, batch identification, product function and ingredient list. Member State language rules must also be met.
Claims and traceability
Marketing claims need appropriate support. Formula version, label version, batch, supplier and distribution records must remain traceable.

TPO
Trimethylbenzoyl Diphenylphosphine Oxide (TPO) has been prohibited in EU cosmetic products since 1 September 2025. Professional use on clients also counts as making the product available in a commercial activity.
HEMA and Di-HEMA TMHDC
For nail products, these substances are restricted to professional use and require the warnings “For professional use only” and “Can cause an allergic reaction”. Their presence or absence does not replace a full-formula safety and restriction review.

Label identity
Match brand, product, shade, formula/label version and batch. Look for an EU Responsible Person and complete visible label information.
Warnings and use
Follow the product-specific instructions, curing system, professional-use status and warnings. Avoid skin contact with uncured gel.
Seller clarity
A credible seller should explain the intended market and respond to product-specific questions without treating a webshop listing as proof.
