Key requirements to understand

Responsible Person

Cosmetic products placed on the EU market need an EU Responsible Person identified on the label.

Product Information File

The PIF should contain product identity, formula, CPSR, manufacturing/GMP information, evidence for claimed effects and other required documentation.

Cosmetic Product Safety Report

A CPSR must be prepared by an appropriately qualified safety assessor before market placement.

CPNP notification

Cosmetic products must be notified in the Cosmetic Products Notification Portal before EU market placement.

Labelling

Labels must include required information such as RP, nominal contents, batch, ingredients, warnings, function and language where required.

Ingredient review

Restricted and prohibited substances, colorants, preservatives, UV filters, photoinitiators, acrylates and methacrylates must be checked in the full formula.

Traceability

Batch codes, product identity, supplier documentation and formula versions support traceability and market surveillance response.
